If you want complete uniformity and to make every decision, then have lots of rules.
If on the other hand, you want players who think for themselves, push you and the organization to new heights then have as few rules as possible.
In every organization rules come in the form of policies and procedures – just make sure you use them properly. To do that I follow a simple definition a great mentor once taught me:
“Procedures give you a floor; policies are your ceiling.”
Understanding that is crucial to promoting creativity.
